Start with a black construction paper outline in whatever shape you want (I just free handed, folding the paper in half so the shapes would be symmetrical). Lay the shapes on a sheet of contact paper and cut them out of the contact paper, leaving contact paper in the middle of the shape.
Place squares of tissue paper on the sticky side of the contact paper. The squares in the photo were pre-cut from this project and this project.)
Bear got bored of this pretty quickly and left the table with her ornaments as below.
So Mommy took over, since I knew Bear would not be interested in finishing.
When the ornament is filled with tissue paper squares, cover that side with another piece of contact paper. You can trim the tissue paper that is hanging over the black frame first.
I'll hole punch a hole and put them in Bear's tree later.
